Who Benefits: Elite Groups within Tech / Arch / Civ Eng / Ect. experiment to see what a mid 21st century global village is like, however ironically contained as a security measure. This aids in providing a temp or long term home and family life to those living within such containment. Ideally the forces that lead to the exodus will resolve themselves via sheer exhaustion whereby the newly settled peoples have prime opportunity to renew the dignity of their respective regions.

Finance: 1) Corporate backing via R&D partnerships seem a sound strategy, but need dignitary and ambassadorial tact in negotiating territory and logistical outlays. Here the hybridization of private-public entities can take shape best enabling the well being of the settled people. 2) Billionaire donor(s) has the honor of naming the settlement-turning-city into name of choice, along with artworks in remembrance of the donor's grace. Our time really needs a Carnegie; as with his diligence: surfaced the construction and establishment of libraries and other public works. Zuckerberg is my contender. What's up, man? 3) Various high level governments form specialized committees to attack the problem head on in advance of threats to homelands. The European project has the greatest stake of this concern. The US could do well to pay very close attention and help where needed. 4) Sponsorship program: A non-refugee puts money forward on the non-refugee family home within the site enabling the construction of units for five refugee families 5) To continue market growth as economies collapse and to ensure resilience taking on the accelerant disruptive cycles of late capitalism.
