to contribute to the construction of an open and learning society based on the recognition of the talents, skills and aspirations of individuals, communities and territories;
to encourage, promote, support and federate open initiatives and innovations that contribute to this;
to uphold the values behind Open Digital Badges and the Bologna Open Recognition Declaration;
to define a framework for action (Open Recognition Charter), to invite all stakeholders involved in recognition projects and Open Badges * to adopt and support an ethical approach to recognition, particularly in the design and implementation of the associated socio-technical systems."
