Development IS Westernization, it depends on peculiarly Western concepts and values, which grew in the 17th-18th century, and were based on:

- 1) the mastery of nature

- 2) a quantifying rationality


And that is why these values are not 'universal'.

But the model is no more, witness the drop in aid to 0.25% of GDP of Western countries. It has been replaced by globalization, which does not recognize a special place for the South. It is now only about 'adjustments', emergency aid, provided for by global NGO's. However, it has not killed the underlying belief in economic progress.
