It distinguishes rivalrous/non-rivalrous goods and excludable/non-excludable on two axes, giving 4 quadrants:
- Private goods are rivalrous and excludable, i.e. toys or cars
- Common Goods or Common Pool Resources are rivalrous and non-excludable, i.e. fish and water
- Club Goods are non-rivalrous but excludable, i.e. satellite TV
- Public Goods are non-rivalrous, and non-excludable, i.e. free to air TV
