It distinguishes rivalrous/non-rivalrous goods and excludable/non-excludable on two axes, giving 4 quadrants:

  • Private goods are rivalrous and excludable, i.e. toys or cars
  • Club Goods are non-rivalrous but excludable, i.e. satellite TV
  • Public Goods are non-rivalrous, and non-excludable, i.e. free to air TV
