Abstract

In English: How digital equipments shape the urban commons

"Before introducing urban commons, we provide a recall of majors approaches of the theory of the commons, and its differences between diverses local and cultural histories. We show how important are the commons for a sustainable and resilient city and for participative urbanism. Then we discuss the way digital equipment can lead to the conception of the city as a plateform, pointing limits of the service city and of new utopias brought to town by digital giants. Then we look how the commons and commoners can use the digital infrastructure around three subjects: how the digital helps coordinating actions and ideas of the commons; how it gives commonners the ability to show the urban commons, mostly through participative maps; and the importance of open data. We conclude on the concept of public-commons partnerships and the emergence of the new municipalism."

"Après un rappel des éléments clés de la théorie des communs, en soulignant les diversités d'approches du concept en fonction des histoires et des environnements culturels, nous définissons les communs urbains. Nous insistons sur leur apport dans le cadre de la construction d'une ville durable et résiliente, et dans celui de l'urbanisme participatif. Nous montrons ensuite le rôle de l'équipement numérique dans la plateformisation de la ville, en pointant les limites de la ville servicielle telle qu'elle apparaît dans les projets de smart cities et les nouvelles utopies et monades commerciales proposées par les grands acteurs du numérique. Puis nous soulignons l'usage du numérique dans la construction des communs urbains autour de trois axes : l'apport organisationnel pour les acteurs des communs ; la capacité à donner à voir les communs urbains, notamment au travers de la cartographie participative ; et l'enjeu des données ouvertes. Nous terminons sur l'élaboration de partenariats public-communs et le nouveau municipalisme dont la théorie est émergente suite à la prise en compte des communs urbains dans le projet politique de plusieurs grandes villes."
