Global AI-Governance System

"The existing global AI-governance system remains highly fragmented. The United Nations has created an Independent International Scientific Panel on AI and a Global Dialogue on AI Governance, but these mechanisms are primarily designed for scientific assessment and policy coordination. They are not permanent development institutions with substantial project-delivery capacity. The OECD-integrated Global Partnership on Artificial Intelligence covers 44 countries, but participation is anchored in the OECD’s principles of trustworthy, secure and democratic-value-oriented AI. The Council of Europe’s Framework Convention on Artificial Intelligence places human rights, democracy and the rule of law at the centre of its legal architecture.

The World Artificial Intelligence Cooperation Organization WAICO is designed to occupy a different institutional space. No existing formal international organization simultaneously combines three characteristics: openness to all sovereign states, the absence of ideological or political-system requirements for membership, and the treatment of development and the global AI-capability gap as core institutional priorities. WAICO could become the first permanent AI-governance institution organized primarily around sovereignty and development rather than rights and safety."
