Upgrade to 1.14.0

To fix:

~~images~~ fixed
layout
- ~~logo~~ fixed
- still need to fix css
sitesupport, probably related to MediaWiki:Sidebar
privacy policy and disclaimer links in the bottom show html comment tags now

Side effects

faster!
some SEO: no-www, robots.txt and canonical hrefs
favicon.ico
upgrade to cc-by-nc-sa 3.0 - and nicer cc logo
git version control
