a framework agreement designed to lay down basic conventions for data exchange in Free Networks

URL = http://www.picopeer.net/PPA-en.html

Description

"The Pico-Peering Agreement regulates the basic principles of free data transit and implicitly describes the nature of "freedom" in Free Networks (as compared with sponsored charge-free networks). Like the General Public Licence for Free Software, the Pico-Peering Agreement for Free Networks is meant to provide a kind of seal of uncompromising quality. The Pico-Peering Agreement is the first step towards a constitution for the Network Commons, a declaration of fundamental rights and duties." (http://theoriebild.ung.at/view/Main/FreeWavelength)
