"In Wuxi, a municipal computing platform has opened what it calls a “Token supermarket,” aggregating access to models and charging according to actual input and output consumption. A separate “Token factory” project has been launched around domestic accelerator clusters. Local officials are exploring how token production might connect central compute with industrial edge systems.

This is not a centrally designed system. A model company wants users; a cloud provider wants compute consumption; a local government wants an industry cluster; central authorities want a national measure of adoption and a language through which to organise policy. The incentives differ. The combined motion has direction: away from intelligence as miraculous artefact and toward intelligence as flow.

But the Chinese language can run ahead of the underlying reality. A token factory may produce enormous quantities of activity without producing corresponding value. An inefficient model may burn tokens because it reasons badly. An agent may consume millions of tokens while performing work that a well-designed conventional program could complete more cheaply. The meter can rise while productivity does not.

Some Chinese commentary has already begun correcting for this. A recent Wuxi account warned that the goal should not be maximising token consumption but increasing value density: the amount of real service value and efficiency produced by each unit consumed.

That is the right correction. China is right that industrial intelligence requires throughput. It is wrong whenever it treats throughput as proof of industrial intelligence. The size of a power station does not tell you how much useful work the grid performs."
