Norbert is since a long time an advocate for human rights and Free and Open Source Software (FOSS), and a participant in Internet related stardardization processes and other discourses. He has also contributed to self-organization processes within civil society, for example as the initiator of the process that led to the formation of the Civil Society Coordination Group (CSCG) and more recently as co-convenor of the Just Net Coalition (JNC).

Current main areas of interest include making Internet governance democratic and participative, see http://bollow.ch/papers/democratic_and_participative.pdf and the use of "logic tree" methods for the purpose of making governance related discourses truly inclusive, see http://bollow.ch/papers/Logic_trees_for_inclusive_discourse.pdf .
