Stratified Democracy Model

"In 2001, at the request of Carl Rove, George Bush’s chief advisor, and officials from the World Bank, Beck created the Stratified Democracy model which determines the form of governing structures a society needs based of its stages of development and the unique content of those stages. The model was used by the World Bank and the State Dept. to help design a post-Taliban development model for Afghanistan. It also helped US aid agencies steer Afghani farmers away from growing poppy seeds used in the worldwide manufacturing of opiates. The model also played a role in changing the dynamics of the Iraq war. It was used in the Anbar Awakening, a movement where Sunni tribal leaders teamed up with U.S. military forces to fight against al-Qaeda in Iraq.
In the early 2000s Beck was called upon by Peter Merry, the head of the CHE in The Netherlands to design a program to introduce a new organizing principle to help Dutch society become more accepting of new immigrants. They called it Societal Mesh Works, and it created a new tapestry that overarched the entire society and the mutual sharing of accountability and responsibility.
In 2004, Beck, my late wife Elza Maalouf and I established the CHE Mideast with the primary objective of providing a fresh approach on how to address the Israeli Palestinian conflict. Using the tools of Large-Scale systems change, we uncovered the vast developmental gaps between Israel and Palestine that were at the core of the failure of all the past peace treaties. It was an asymmetry in institutional capacities that unfairly prevented the Palestinians from meeting the conditions for peace. Through our Build Palestine Initiative we spent years helping Palestinians build the necessary capacities needed for a modern nation. By the time our work reached its zenith, top leadership in both Israeli and Palestinian acknowledged the change our work brought to the West Bank. Empowered by our theme Palestinian Prime Minister Fayyad used some of our mythologies to persuade the Israelis to empower moderate Palestinians to build their state. This became a case study that was presented to the United Nations in 2013 as an alternative form of political leadership based on the social stages of development. Another example of politics and social change at the heart of Gravesian systems thinking."
