"The Co-operative Councils’ Innovation Network Cooperative Values-Driven AI project, a network of UK local authorities committed to cooperative principles in public service delivery. The project is bringing together councils, civil society groups, and technologists to prototype ethical technologies, as well as organize around shared political commitments that shape policy agendas and public procurement standards in favor of democratic technology.
The development and adoption of shared, open protocols also helps ensure that community-owned platforms can interconnect and scale without succumbing to the fragmentation that often undermines decentralized efforts. The OpenCourier protocol demonstrates how standardized technical frameworks can encode values of collective ownership and cross-platform cooperation. Solidarity stack “circles”—small, local formations of researchers, technologists, and organizers who treat infrastructure-building as a form of collective political action, whether through municipal data trusts, cooperative cloud services, or publicly governed language models—can also help."

"The rapid advancement of artificial intelligence (AI) presents both significant opportunities and challenges for public services. As councils and public organisations navigate this transformative landscape, it is crucial to develop comprehensive AI strategies that align with ethical principles and community values.
Following the Mutual Ventures and Newcastle City Council workshop at the CCIN conference in Sunderland in 2023, a CCIN policy lab worked with member councils to discuss the moral and ethical opportunities and challenges AI poses for public services and published an AI Guidance Framework, based on co-operative values and principles, as well as case studies of good practice.
The AI Guidance Framework aims to provide practical recommendations and considerations for councils embarking on their AI journey. The Framework offers guidance to support councils to harness the power of AI responsibly and to ensure that benefits are realised while mitigating potential risks. We hope this framework will serve as a valuable resource for councils and public organisations as they develop and implement AI products."
