we use categories sparingly here in our wiki, not like free tags, which means that a category implies that there will be a substantial number of entries and that it will be maintained over time. Right now we use 'Security' for both war and peace issues.

I'll leave it on , but if the section remains as is, we'll fold it into Security again,
