"Essentially, administrators in the G20 governments are creating horizontal linkages among themselves. For example, a person working as a mid-level analyst in the agricultural department in the government of India will be directly networked with his/her peer at the same level in the governments of the US, Britain and other G20 countries. This applies to all bureaucratic positions within the state governments of the G20. The justification for this networking is that better communication can lead to a sharing of best practices and enhanced efficiency. But the fact is that the G20 will now be able to project its power through peer-to-peer communication and call it a commons, to the exclusion of the rest of the world's 170+ nations. The peer-to-peer network does not include any nation which is not in the G20 club. This networking is already taking place and consolidating G20 power and the outcome will be more privatization of the commons for non-G20 countries and of the global commons."
