"An open standard of which there is a complete reference implementation of the standard under a FLOSS license, or indeed, GPLd software or whose complete specification can be got for free and without any condition.
Being:
• Open Standardisation Process: Inclusive and transparent standardisation process. Examples include the Request for Comments policy (RFC) of standardization bodies as IETF.
