The GNU Project maintains the Free System Distribution Guidelines (GNU FSDG), laying out the criteria for GNU/Linux distros that fully respect the freedoms of their users. They curate a list of "distributions that are entirely free as in freedom", which they have reviewed and found to meet these criteria.
