Les assemblées sont constituées à l’échelle locale des « porteurs de communs »  que sont par exemple les tiers-lieux, les jardins partagés, les projets  d’habitat coopératif, une foncière comme « Terre de Liens », des  monnaie complémentaire, les producteurs et diffuseurs d’œuvres du  domaine public, les développeurs de logiciels libres, une épicerie  coopérative, un fournisseur d’accès à Internet associatif et citoyen,  une régie de quartier, une conciergerie solidaire, un dispensaire  social, une université populaire…

* De répertorier et diffuser les actions liées aux communs, d'aider à mettre en lien les communs. Par exemple, une Assemblée des Communs autour de l'alimentation tâcherait d'aider les épiceries participatives à documenter leur modèle, à gérer sous forme de commun leur références producteurs, à acheter groupé, à partager une communauté de contributeurs, à partager un système d'étiquetage, à gérer en commun leur stockage, à imaginer un système de livraison commun, à développer une plateforme d'achat en ligne commune etc...
 
* De gérer la relation aux collectivités et institutions pour définir au cas par cas le cadre de ses actions et des actions de la collectivité (sur la réappropriation de l'espace public par exemple). L'enjeu étant de faire respecter le pacte démocratique. Par exemple, l'assemblée des communs autour de l'alimentation aurait à faire en sorte que la région soutienne ce que les communautés citoyennes développent déjà plutôt qu'une Région redéveloppe un outil propriétaire et fermé de référencement de producteurs (déjà vu des dizaines de fois). L'Assemblée peut-être susceptible de proposer aux pouvoirs publics d’assumer la gestion citoyenne et responsable de certains communs (espaces publics, agriculture dans la ville, tiers-lieux publics, salles associatives, boites à livres et give box…) et des services publics associés.
