"A plan is wrong almost immediately. Something did not go according to plan. So a plan needs to live within feedback loops[l], and adjust to changes in events and conditions.
Now, reactive replanning needs to leave a lot of room for human judgment. The plans will never be perfect. They will sometimes be stupid. Replanning is not so much AI as IA (Intelligent Assistance).
And the replanning needs to start with the smallest production units, and then rippled off to their neighbors."
