Delton Chen is an Australian civil engineer with a Ph.D. in Chemical Engineering and a strong interest in monetary systems for a sustainable civilisation.

Delton is developing a new socio-economic theory for carbon prices with the aim of substantiating a new market-based policy for the mitigation of climate change. The policy proposal is for a world digital currency (P2P), a global reward scheme for all kinds and scales of mitigation, and a knowledge tree via the Internet and mobile phones. The project is called 'Global 4C' (www.global4c.org). Global 4C represents a major theoretical advancement in the 'Internet of Things' and the 'Third Industrial Revolution' (possibly a missing sixth pillar).

Global 4C is hosted by the Center of Regenerative Community Solutions (501c3, New Jersey, USA) and receives advice from EconoVision (Netherlands), bitSIM (Australia-Hong Kong), and volunteer economists. The project currently needs an institutional and financial sponsor.

Delton has worked for about 15 years as a researcher and consultant, mostly in developing computer-based models for groundwater systems, water resources, environmental impacts, and mining projects. Delton has also modelled the power capacity and economics of a 5-km-deep 'hot rock' geothermal project in central Australia. Delton's doctoral research topic was Heron Island, in the Great Barrier Reef.
