As defined by Porto Alegre city:
""Governance because based on partnership between the government and society that encourages social participation, leadership and entrepreneurship of citizens and their co-responsibility in the management of public actions.
Solidarity because it is based on cooperation and mutual aid between government institutions and non-governmental and people who are willing to voluntarily participate in the initiative towards the achievement of common objectives of the locality.
