Why is this page locked?

my main reason was to avoid an edit war with someone redirecting it, but I just unblocked it. I had difficulties undirecting redirected pages, but I just successfully recreated the public property page, but I couldn't do it following your instructions, but rather because the page was previously deleted, and deleted pages, can be re-created from scratch.
