"On local level democracy is reinvigorated through new ways of involving citizens in policy-making. There is a growing interest of citizens to actively take part in political, social and cultural life of our communities through different models self-organization and active participation in governance of common goods and public services. This specific act of ‘commoning’ as a collective venture of co-development and co-government of everything we hold in common is dramatically changing the way we look at our societies. This is not only important from the aspect of bridging the gap between citizens and institutions, but also is offering a sustainable alternative to the commodification of common goods and public services that leaves many citizens deprived of access to their fundamental needs and rights to participate in public life.

Reforming policy measures via bottom-up processes can achieve positive results in terms of narrowing the gap between institutions and non-institutional actors and directly influencing people’s ownership of cultural and other common goods and public services.”
