The DTA is a network of community practitioners. We help people set up development trusts, and we help existing trusts learn from each other and work effectively. We also influence government and others at national and local level, to build support and investment for our movement.<br />

We are aiming for a successful development trust in every community. There are now over 450 development trusts in our membership, in both urban and rural areas. This is a process in which people who are impacted by a budget directly and democratically decide how it is spent. The most famous example is the Brazilian city of Porto Alegre, where residents decide on municipal spending in an annual cycle of assemblies and meetings. Since Porto Alegre pioneered participatory budgeting in 1989, however, it has spread throughout the world. Most of these experiences share a common process: diagnosis, discussion, decision-making, implementation, and monitoring. First, at neighborhood assemblies, residents identify local priority needs, generate ideas to respond to these needs, and elect delegates to represent each community. These delegates then discuss the local priorities and develop concrete projects that address them, together with experts. Next, residents vote for which of these projects to fund. "When politicians control decision-making and use it to support their own agendas, participatory budgeting can become disempowering. This danger of co-optation is particularly strong in the US. New York, Los Angeles, and other municipalities are increasingly holding consultations on city priorities, but not giving these consultations much power. Politicians and bureaucrats set the agendas, and although residents can share their opinions, they cannot make decisions. This controlled participation may look good for the city, but it rarely changes government spending. In the long run, it shows people that getting involved isn't worth the bother.<br />

In 1993 the planning for the district started and in 2006, after three development sections, the district (38 hectares) will be completed.<br />

The City of Freiburg has bought the area from the Federal Authorities and paid for this 20,000,000 €. As owner of the Vauban area, the City is responsible for its planning and development. The principle "Learning while Planning" adopted by the city allowed flexibility in reacting to new developments. This allowed an extended citizen participation that went far beyond the legal requirements and enabled citizens to participate even in the planning process. The citizen's association "Forum Vauban e.V." applied to coordinate the participation process and was recognized as its legal body by the City of Freiburg in 1995. From the very beginning, Forum Vauban did not want to restrict itself to merely organizing but also developed own suggestions for the planning and building of the district. Therefore the project was created and implemented together with the City of Freiburg and several other partners.<br />

The Big Society is a society in which we as individuals don’t feel small. Does our society pass this test at the moment? Well, only 4 out of 10 of us believe that we can influence local decisions. Only 1 in 33 of us attend public meetings. We feel anger and frustration at the recent behaviour of both the City and Westminster and relatively powerless to change them. We are often anonymous tax-payers without a real sense of how our money gets spent. Most of us try to be reasonably good citizens but our influence seems very small.<br />

The Big Society Network is an organisation being set up by frustrated citizens for frustrated citizens, to help everyone achieve change in their local area. Our aim is to create a new relationship between Citizens and Government in which both are genuine partners in getting things done: real democracy using all the human and technological tools we now have available. This partnership will also add a third and fourth leg to its sturdy chair by involving business and the voluntary sector.<br />

I love space (of the building variety, not the astronomical variety). I'm good with numbers and finance. I'm a Chartered Accountant by training and CFA Charterholder. I worked in the fields of corporate finance and real estate investment banking for about 7 years. I'm now an independent consultant, helping make other's people's ideas happen and helping them get from point A to point B. I do that by advising on business modelling, providing guidance on complex issues in business planning, and preparing people to be business-ready and their businesses to be investment-ready. I'm working on a mission-driven property venture focusing on community development and asset-based projects.
