Delton Chen is an Australian civil engineer with a Ph.D. in environmental hydrogeology for studying Heron Island - a coral cay - in the Great Barrier Reef. Delton has worked for about 15 years mostly as a consultant specialising in computer-based and analytical models for the assessment of water resources, environmental impacts, and mining projects. Delton developed a whole-system model to assess the economic feasibility of a 5-km-deep 'hot rock' geothermal base-load power proposal.

Delton and his colleagues developed new socio-economic theories for the mitigation of climate change based on new parallel world currencies. This bold and novel idea would see the creation of a World Monetary Union for Climate Change Mitigation and a global reward scheme for mitigating greenhouse emissions. The policy is called 'Global 4C Mitigation' (see www.global4c.org), and the project is hosted by the Center of Regenerative Community Solutions (501c3 Non-Profit) located in New Jersey, USA. Global 4C is provided strategic advice by EconoVision, the Netherlands.
